Tour operators build holidays rather than resell them, which is why the roles here differ from retail. Product teams decide what goes on sale, contracting negotiates the hotels and transport it is built from, and operations runs the departures once they are sold. Wholesalers and bedbanks do the same work for the trade rather than the public. Operators selling flight inclusive holidays hold an ATOL licence from the CAA, and packages without flights are bonded through ABTA or ABTOT, so the commercial rules shape how the business is run.
